Dr. MacShane's neck-tie shame

Former Europe Minister Dr. Dennis MacShane was yesterday heckled in the House of Commons for his neck-wear, or lack thereof. Erskine May’s Parliamentary Procedure, the “Parliamentary bible” states that:

It is the custom for gentlemen members to wear jackets and ties.

Dr. MacShane is obviously familiar with Erskine May. Why else would he attempt to so expertly disguise his flouting of the dress code?

    Was it not because he had just had some sort of dental surgery and couldn’t button up his shirt to the top without considerable pain?
